Getting there

The paved road (NC-12) ends at the northern edge of Corolla; the 4x4 ramp is the only vehicle access to Carova, Swan Beach, North Swan Beach, Penny’s Hill, and Seagull. From the ramp it’s up to 11 miles of sand to the Virginia line — and no, you can’t exit into Virginia; the border is fenced.
